From Photo to Amazing Vector in 5 Steps
This technique is very simple and really gives the impression that the image was drawn in a vector-based application such as illustrator

There are different techniques to achieve this effect, but this one is very simple and really gives the impression that the image was drawn in a vector-based application such as illustrator. At the end I’ll show this image against a posterized version so you can see the difference.
Step 1 Cutout.
Apply Cutout: Filter > Artistic > Cutout. Each Photo will convert in different way so you must play with settings. Use a setting that has enough retail but look as a vector. On this case I used this settings:

Step 2 Desaturate
Simply apply it: Image > Adjustments > Desaturate

Step 3 Levels
To give a more Simplicity look we will turn large areas of gray to White. Open levels: Image > Adjustments > Levels.
Grab the top right input levels slider and drag it to the left until the large gray areas are turn to White.

Step 4 Colorize
Create a new Solid color Layer; at the bottom of the layer palette, click on the adjustment layer (the half White/half Black circle) and choose solid color. Pick a solid color.

Now set the blending mode to Color.


Step 5 Vectorize
Now open your image in Illustrator. Select the image and open the Live Trace dialog box: Object > Live Trace > Tracing Options…
In the dialog box select: Photo Low Fidelity in the presets and select color in Mode
Click on trace

Ready, The result looks Amazing.
